Traffic Chaos in all cities

A booming economy, liberal lending by banks had led to a lot of automobiles of various shapes and sizes on the roads. This has led to continuous traffic jams/bottlenecks alongwith severe pollution in all major cities and the situation is going to get worse.

Maybe its time the Central government wakes up and acts. My suggestions:-

1) Zero to nominal taxes for small cars and severe taxation for bigger cars thereby dissuading people buying larger cars
2) More railway networks
3) Integrated transport systems
4) Battery operated electric cars with more research and encouraging the manufacture of electric batteries used in them indigenously with complete tax breaks
5) Enforcing lane discipline while driving
6) Integrated townships near places of work to reduce the commute time (or) locating the technology parks, SEZ, manufacturing zones near railway networks.
